State: Steps already taken to secure Toledo Correctional Institute

Toledo city council passed a resolution Tuesday demanding Governor John Kasich do something about safety concerns at the Toledo Correctional Institution, but changes may already be in the works.

Councilwoman Lindsay Webb has been one of the most vocal critics of policy changes in Columbus, which she says have led to the recent spike in inmate homicides in Toledo.

"The changes in administrative police have created an environment that is basically a recipe for disaster," she said.

Webb says the prison was never designed for the most serious offenders, but the prison says 204 of the 1,263 inmates are considered maximum-security. She also claims the practice of putting 2-4 inmates in a unit instead of just one is getting people killed.

"They should not die as a result of an administrative decision, and that's, in fact, what has been happening," Webb said.

A spokesperson with the Ohio Department of Rehabilitation and Corrections, which operates the facility, says even before the most recent inmate homicide occurred on Oct. 6, a nationally-known corrections consultant, Vincent Nathan, was hired to review the entire operations of the facility.

"The facility has taken a number of steps to address incidents of violence," said Joellen Smith, a state prison spokesperson. "This year, they have hired nine additional security officers, increased security camera surveillance in the institution, and they've hired an additional investigator at the facility."

Webb says she is still skeptical, but she hopes the review means the governor is taking the violence seriously.
