TUCSON, AZ (AP) -

A new report card says most Tucson roads are in poor condition.

The Arizona Daily Star said a new report card from the Pima Association of Governments says about 52 percent of the city's roads are in poor condition and 15 percent of intersections received a grade of "F."

According to the report, only 4.5 percent of Tucson roads were labeled "excellent." The report also said about 43 percent are in fair to good condition.

The report said the most congested intersection is at Ajo Way and Alvernon Way, where the average delay is 3.3 minutes.

The agency rated local pavement conditions using the "International Roughness Index."
