Officer who hid evidence could lose certification

The Tempe police officer who admitted to keeping criminal evidence in his garage could lose his certification.

Officer Tony Trow is still patrolling the streets, even after knowingly botching 10 cases.

CBS5's investigation prompted the City of Tempe to have the Arizona Peace Officers Standards and Training board review the case.

AZPOST's mission is to make sure officers across the state are properly doing their jobs and upholding the standards of the police department

The agency confirmed they received a package from the Tempe police department early Wednesday afternoon.

The cover letter, signed by Tempe's Chief Tom Ryff, asked the agency review the matter. 

The executive director, Lyle Mann, said it will take at least two months for the board to decide whether there is enough evidence to review the case.

According to an internal investigation that began in March, Tony Trow mishandled ten cases over the course of seven years. The report showed those cases included several murders, the sex assault of a teenage girl and the death of a baby.

The reports concluded Trow was storing crime scene photos, fingerprint cards and original recordings of interviews in cardboard boxes, jumbled together at his home. The report stated it seemed to be an effort to his unfinished work.

The investigation also determined Trow didn't complete nearly a dozen reports until he was ordered to earlier this year. Some dated as far back as 2004. It was recommended that Trow be fired.

The conclusion of the investigation read in part:

"Officer Trow violated the public's trust, brought discredit to the citizens of Tempe, fellow employees and the Tempe Police Department. Trow displayed a complete and continued lack of judgment, competency and failure to follow procedure."

In August, Chief Ryff decided to go against that recommendation and allow Trow to keep his badge after serving a 160-hour suspension.

AZPOST is also looking into Trow's supervisor Sgt. Mike Hill. After the investigation, he was suspended for 80 hours for failing to properly supervise Trow.
