A Las Vegas man smelled of alcohol and repeatedly failed sobriety tests after his vehicle struck and killed a trick-or-treater on Halloween.

That's according to an arrest report for 41-year-old Justin Caramanica, who was charged with felony DUI and reckless driving following the accident at Sandstone Bluffs Drive and Wesley Lake Place, near Sahara Avenue and Hualapai Way.

The victim, 12-year-old Faith Monet Love, was rushed to a hospital and pronounced dead a short time later.

Caramanica, an officer said, had slurred speech, glassy eyes and was "speaking in an excited and confused state" when he was questioned at the scene.

The officer asked Caramanica to perform a number of tests, which he failed, according to the report.

During the "one-leg-stand" test, the officer wrote that, "Caramanica was unable to count past the number four without putting his foot down."

"Caramanica then attempted to complete the test utilizing his other foot, however [he] also put his foot down on the second attempt on the number seven," according to the report.

After taking a breathalyzer, Caramanica's blood-alcohol-content was .068, police said. That's below the legal limit, but authorities said Caramanica was also under the influence of a prescription narcotic, possibly Oxycodone, Alprazolam or Temazepam.

The results of his blood test have not been released.
