CARSON CITY, Nev. -- Nevada Gov. Jim Gibbons has vetoed a bill that would have implemented four-day work weeks and tightened furlough requirements for state workers.SB3 was a cornerstone of measures approved by lawmakers during a special legislative session to fill an $805 million budget shortfall. In his veto message issued Thursday, Gibbons said the bill is unworkable and doesn't provide flexibility and would actually cost the state time, money and manpower to implement.“Nowhere in the proclamations for this session did I call this matter to the attention of the Legislature and the Constitution prohibits legislation upon subjects outside those designated in a proclamation,” Gibbons said in the statement.
