Primary, Secondary Barriers Can Help Stop Pool Deaths

Another North Las Vegas family is mourning the drowning of a toddler. It's the second drowning in just one week.

FOX5 looked into the safety measurements required for homeowners to prevent these tragedies.

Swimming pool experts said in the state of Nevada there are primary barriers and secondary barriers.

But not everyone is required to have those secondary barriers.

Authorities said 2-year-old Emmanuel Alfredo Macedo died after he fell into the swimming pool in his family's backyard on Monday.

Last week, police said 1-year-old Jordan Williams drowned at a swimming a pool at an in-home day care center.

Joseph Vasallo is the president of Paragon Pools, a company that specializes in custom in-ground pools.

Vassallo said all pools are required to have primary barriers, which are fences to prevent access to the property.

But only pools built after 2001 are required to have secondary barriers.

“Those barriers, there are several, you can put up fences -- there are door alarms, pool covers,” Vasallo said. “We keep saying the same thing. It is a matter of parents or whoever it is in charge. They need to watch a child. They cannot be distracted.”

Vassallo said he's working with lawmakers to change that. He said the biggest challenge is figuring out how it would be enforced.

North Las Vegas will continue to investigate Monday night's drowning.

At this point, they don't know if criminal charges will be filed.

North Las Vegas police said pool safety should be exercised year-round, and there's no substitute for adult supervision.
