Police Pull Over Car After Woman Passenger Mouths, 'Help Me'

A man has been arrested on charges of kidnapping and attempted sexual assault by Henderson police after being pulled over in a remote area of the desert after a woman passenger in his vehicle mouthed “Help me,” to a police officer.

Police said the incident occurred at about 3:50 p.m. Saturday in a desert area southeast of Horizon Ridge Parkway and South Gibson Road.

Police arrested Frank Blackburn, the driver of a white 1994 Mercury Grand Marquis with a Utah license plate, on charges of first-degree kidnapping, attempted sexual assault, assault with a deadly weapon and possession of dangerous drugs without a prescription.

The victim, an unidentified female, said she met Blackburn at Danny’s Slot Country at 4213 Boulder Highway.

She said he bought her a drink, and she got into his car to go with him to another casino.

The woman said when she turned her head, Blackburn placed a knife up to her throat and then place a white zip tie over her head and the car’s headrest. She said he told her he would shoot her if she tried to run.

She told police Blackburn said he was taking her to a secluded place where he would give her some pills to relax and then “do whatever I want for as long as I want you to.”

The woman told police Blackburn fondled her breasts before pulling into a desert area. She said he threatened to kill her if she did not comply.

When the woman saw a patrol vehicle, she mouthed “Help me,” to the officer, who pulled over Blackburn’s car, police said.

Police said they found several knives on Blackburn’s collar and in his pants. They also said they found a loaded handgun, knife, zip ties, wire cutters and condoms in his vehicle.

Police said they also found sedatives and muscle relaxers in Blackburn’s pocket.

Blackburn told police the woman with him was his wife and that he took her to the desert to see the view of the city. He said he was in the Valley to visit a friend in the hospital.

Police said they later discovered the victim had used an alias. They said when they discovered her real name, she had an extensive history of prostitution and drug arrests and a warrant for possession of cocaine and soliciting prostitution.
