On April 30, 2005, officers observed a subject, later identified as the defendant Elvin L. Harrell, in an area where “No Trespassing” signs were posted. A pedestrian stop was conducted and officers observed the defendant to have his right hand curled up into a fist. Officers instructed the defendant to open his hand several times, and upon complying, the defendant dropped 1.8 grams of cocaine. The cocaine was individually wrapped into five pieces which is consistent with selling the substance. The defendant was placed under arrest.

CRIMINAL HISTORY: The defendant’s criminal history includes: Obstructing Police Officer (M), Possess Stolen Vehicle (GM), Possession of Controlled Substance Not to be Introduced Into Commerce (M), False Information to Police Officer (M)
