OFFENSE REPORT: On August 15, 2005, officers conducted a records check on new tenants at an apartment complex as the complex is in the Identify, Detect and Locate Program. During the record checks, officers learned that on August 11, 2005, the defendant, Charles Euien Maxwell, rented an apartment and was a convicted felon for Indecent Exposure from Oklahoma. The defendant was registered as a sex offender, however, as of August 9, 2005, his reported address was at Russell and Boulder Highway. Officers proceeded to the apartment, contacted the defendant and placed him under arrest for failing to change his address as required as a convicted sex offender.

CRIMINAL HISTORY: The defendant’s criminal history includes: Hot Check/Personal Services Up to $200, Driving While Impaired and Indecent Exposure.
